The project addressed the issues of ECLIPSE through integrating three levels of knowledge transfer -
European level actions were addressed by the POLIS organisation of
European cities and regions. The national and local regional levels were addressed by all partners.

ECLIPSE was sub divided into four Workpackages and further information can be found below: Workpackage 1 - Preparatory Phase During the preparatory phase, each partner identified contacts at European, national and local levels. In addition, the Knowledge Transfer Package (KTP) was established; TTR built on the menu of transport / inclusion strategies and assessment tools developed in MATISSE, best practice identified as part of ECLIPSE and evidence from National Action Plans (NAPs). The KTP was developed at the various ECLIPSE meetings and workshops and this information is available on this website. Workpackage 2 - European Level Knowledge Transfer POLIS was responsible for establishing contacts with Commission actors and European level organisations in the fields of transport and social exclusion. Information about ECLIPSE was provided and organisations were encouraged to attend European-level Breifing meetings in Brussels. The first meeting took place in June 2006 and the second meeting took place in June 2007. As part of the European level knowledge transfer, the first ECLIPSE conference took place in May 2006 in Perugia, Italy and the second conference took place in June 2007 in Brussels, Belgium. These events brought together cities and regions from all member states and European level actors were invited to attend. The conferences addressed the nature of the problem and raised awareness of the menu of transport policies that can be used to address the exclusion issue. Workpackage 3 - National Level Action, Awareness Raising and Best Practice KnowledgeTransfer FIT established contact with the relevant persons involved in the NAP process in each member state and providing them with the ECLIPSE objectives and programme. In addition, selected member states held national workshops, for local and regional authorities and national level stakeholders. Workshops were held in Liverpool (UK), Rome (Italy) and Bucharest (Romania), Budapest (Hungary) and Paris (France); and outline the nature of the problem, then provide a menu of best practice cases and methods for evaluating policy options. Workpackage 4 - Local / Regional Strategic Partnership Building POLIS identified interested POLIS cities and cities not currently part of the network and disseminated information on ECLIPSE. Merseytravel worked with officers in Liverpool, Italy and Bucharest to identify the relevant actors that would need to be part of a strategic policy partnership and the excluded groups that need to be engaged.
